This raises the question of how to optimise policies that can impact the welfare of salt farmers. Based<br />on this problematization, this paper attempts to explore the ambivalence of government intervention in the PUGAR<br />(People’s Salt Business Empowerment) policy to alleviate poverty for salt farmers in Mangunlegi Village, Batangan<br />District, Pati. Using an ethnographic approach, the search for policy studies that link the community and the government has illustrated the complexity of the economic growth of salt farmers in Mangunlegi. This complexity is shown by the declining income growth of salt farmers amid the presence of a survival strategy in articulating the meaning of local wisdom and the social environment when people adapt to government policies. The results of this study rest on the possibility of achieving the welfare of Mangunlegi salt farmers through their adaptability to government policies, which lead to grassroots social innovation. For this reason, this study pays attention to the implications of the research results, which reveal that the welfare of salt farmers can be realised if the policies issued by the government do not cause ambivalence. However, if salt farmers are given the freedom to formulate grassroots-based policies, social innovation can be realised. Plethora studies changes in tourist behaviour selfishly view tourism for the benefit of tourists alone. In contrast, this study examines the readiness factors of community hosts in receiving visits and plays a role in the tourism value chain during the pandemic. Using 310 young respondents living in Indonesia's urban tourism destinations (Greater Bandung), the study confirmed the perceptual factors forming host community readiness. Using SEM-PLS, the study has found that perceptions of internal conditions by the community have a significant impact on the perception of tourism reactivation and the readiness of community hosts. The research model has been able to moderately predict the readiness of community hosts in tourism during the pandemic. Several recommendations were submitted in this study for tourism stakeholders to prepare community hosts in their efforts to achieve successful tourism reactivation.</p> 2022-06-29T00:00:00+07:00 Copyright (c) 2022 Jurnal Pemberdayaan Masyarakat: Media Pemikiran dan Dakwah Pembangunan Developing Border Area: A Study of the Village Internet Program in Kaliau Village, Sambas Regency 2022-06-29T19:33:21+07:00 Arifin Arifin Rulida Yuniarsih <p>The implementation of the village community empowerment program around the national border areas is faced a unique environment with complex problems. The purpose of the study is to highlight the empowerment program and explore the supporting and inhibiting factors of the program. The type of this study was descriptive-qualitative. Data were collected through interviews, document searches, and observation. The collected data were then processed, analysed, and concluded. Results showed that the process of implementing the empowerment program started from with planning the program carried out by the village government and the community. Program<br />planning was conducted using a bottom-up pattern, involving representatives from each community component. The program implementation was based on the bottom-up planning model as the main supporting factor for the effectiveness of the empowerment program. Through the program implemented, all components of society can meet their needs regarding internetbased information. The main obstacles to implementing the empowerment program are natural matters, such as wide-area coverage, uneven distribution of the population, and lack of<br />resources for the program development. The success of the program can be achieved through community involvement in program planning based on full awareness of the community’s needs for the program and structurally supported by the village government.</p> 2022-06-29T00:00:00+07:00 Copyright (c) 2022 Jurnal Pemberdayaan Masyarakat: Media Pemikiran dan Dakwah Pembangunan Understanding the Practices of Strategic CSR in Controversial Industry: Case of Tobacco Company in Indonesia 2022-06-29T19:33:14+07:00 Shafira Mourina Yasmine Vandy Yoga Swara <p>How do tobacco companies take responsibility for social issues under the business existence on health problems and economic issues. The research focuses on a small amount of research in corporate social responsibility (CSR) duty under Tobacco Company. Through the Sampoerna Retail Community (SRC), PT HM Sampoerna Tbk shows a different takes problem-solving of CSR on controversial issues. Through qualitative research, the data, primary data (interviews and observations) and secondary data (documentation studies), coded and analyzed using keywords derived from theory. This study found that CSR in cigarette companies is a form of controversial industrial business strategy that departs from considering business processes' internal and external conditions. The results show SRC is a way for companies to be socially responsible by articulating external conditions (outside-in) dominated by public restrictions on tobacco products and as an internal strategy (inside-out) that departs from the logic of business sustainability. SRC is a form of company compliance with several state regulations, restricting cigarette products and preventing children's access to cigarettes as an outside-in strategy. In the inside-out context, SRC is the company's strategy to ensure all consumers can reach products, collaborating with Fast Moving Consumer Goods (FMCG) companies as an alternative to the uncertainty of controversial industry conditions, and reducing CSR costs.</p> 2022-06-29T00:00:00+07:00 Copyright (c) 2022 Jurnal Pemberdayaan Masyarakat: Media Pemikiran dan Dakwah Pembangunan Minimizing Violence: A Good Practice Local Elite-Based in the Madura Island, Indonesia 2022-06-29T19:33:27+07:00 Pardamean Daulay Ardhie Raditya Nur Afni Khafsoh <p>The success of democracy in a nation is measured by the existence of a peaceful, civilised social life. In Indonesia, however, ornaments of violence are still present while resolving issues, as in Madura. This study tries to outline the underlying factors that lead to the formation of violence and pinpoint the function that local elites play in curbing the use of violence. The Galtung theory of violence is utilised in the investigational analysis. In order to analyse the data for this study, we used qualitative research, a case study procedure, and an integration strategy. The findings demonstrated that violence has permeated the Madurese culture. Internally passed down and socially sanctioned, it has been used to cope with a variety of life concerns, such as issues involving wives or women, misunderstandings, inheritance, land, religion or belief, theft, and debts and receivables. Because they have historically served as a point of reference in times of conflict, local elites such as <em>Bhuppa/Bh</em><em>âbu</em>, <em>Ghuru, Rato</em> (parents, <em>Kiai </em>or the leader in the Islamic religion/teacher, and government) are crucial to the realisation of a culture of non-violence. The local elite’s necessary development of their function does not restrict but rather dampens and empowers, notably among the <em>B</em><em>âjing</em>. </p> 2022-06-29T00:00:00+07:00 Copyright (c) 2022 Jurnal Pemberdayaan Masyarakat: Media Pemikiran dan Dakwah Pembangunan Participation of Millennials in the Development of the Al-Qur'an Village: A Sustainable Promotion Perspective 2022-06-29T19:33:33+07:00 Icol Dianto <p>This study aims to shed light on the government's approach to promoting community involvement in the creation of religious villages. The focus of the study is on community involvement, local government involvement, and policy solutions to ensure the success of Kampung Al-Quran, a religious village development programme in Lumban Dolok Village, Siabu District, Mandailing Natal District. Through the use of qualitative research, observations were concentrated on three distinct locations that served as the hubs of religious activity, interviews with six selected participants who held important positions and knowledge, and documentation data were collected. Including this study, the community actively participated in the construction of the Raya al-Muttaqin mosque, which serves as the central focus of the Kampung Al-Qur'an programme. The village government is still rigorous in how it exercises its authority at the local level, despite the fact that the government lacks an operational strategy for the sustainability of the Kampung Al-Quran programme. It is implied that the Kampung Al-Qur'an programme being carried out in an incalculable way.
