Article Peer Review Process
Every manuscript submitted to HEUTAGOGIA: Journal of Islamic Education undergoes an initial editorial assessment before external peer review. This assessment considers the journal's aims and scope, author guidelines, ethical requirements, originality, and minimum scholarly quality. Manuscripts that do not meet these requirements may be rejected before external peer review.
Manuscripts considered suitable for external review are assigned to an Editor who serves as the Handling Editor for the manuscript. Editors listed on the journal's Editorial Team may be assigned by the Editor-in-Chief to serve as Handling Editors according to their disciplinary or methodological expertise. The Handling Editor coordinates the review process but does not have independent authority to make the final publication decision.
Each manuscript proceeding to external review is evaluated through a double-anonymous peer review process by at least two qualified and independent reviewers with relevant expertise. Authors and reviewers remain anonymous throughout the review process. Reviewers provide independent scholarly assessments and recommendations concerning the manuscript's originality, methodological rigor, clarity, relevance, and contribution to the field. Reviewer recommendations are advisory and do not constitute the journal's final publication decision.
After the reviewers' reports have been received, the Handling Editor evaluates the reports and submits an editorial recommendation to the Editor-in-Chief. Where reviewer reports differ substantially, are insufficient to support an editorial recommendation, or additional expertise is required, the Handling Editor may invite an additional independent reviewer.
The Editor-in-Chief holds final authority over all publication decisions. After considering the manuscript, reviewers' reports, the author's revisions where applicable, and the Handling Editor's recommendation, the Editor-in-Chief makes the final decision to accept the submission, request minor revision, request major revision, or reject the submission. Reviewer recommendations and Handling Editor recommendations remain advisory throughout the editorial process.
Revised manuscripts may be reassessed by the Handling Editor and, where necessary, returned to the original reviewers or sent to another independent reviewer. Manuscripts proceed to copyediting, production, and publication only after final acceptance by the Editor-in-Chief.
Editorial Roles and Decision Authority: Reviewers provide scholarly assessments and recommendations. Handling Editors coordinate peer review, evaluate reviewer reports, and submit editorial recommendations. The Editor-in-Chief retains final authority over acceptance, revision, and rejection decisions.
For detailed reviewer responsibilities, review criteria, recommendation categories, confidentiality requirements, and review turnaround, please consult the journal's Peer Review Process and Guidance for Reviewers. Editorial conduct is also governed by the journal's Publication Ethics Statement.

SOP of Management in Manuscript
The manuscript management workflow of HEUTAGOGIA: Journal of Islamic Education is designed to maintain a clear separation between administrative processing, peer review, editorial recommendation, and the final publication decision. The workflow is summarized in the figure below and further clarified through the responsibilities assigned to each editorial role.
Manuscript submission and administrative screening: The author submits the manuscript and required documents through the journal's online submission system. The Managing Editor checks the completeness of the submission, metadata, required declarations, and technical compliance with the journal's guidelines.
Initial editorial screening: The Editor-in-Chief evaluates whether the manuscript is suitable for the journal's aims and scope and meets the journal's basic scholarly, originality, and ethical requirements. At this stage, the Editor-in-Chief may reject a manuscript without external review or assign it to an Editor who serves as the Handling Editor.
External peer review: The Handling Editor coordinates a double-anonymous peer review and invites at least two independent reviewers with appropriate expertise. Reviewers assess the manuscript and provide recommendations. Where necessary, an additional independent reviewer may be invited to resolve substantial differences between reports or to provide additional expertise.
Editorial recommendation: The Handling Editor evaluates the reviewers' reports and the author's response to revision requests, where applicable, and submits an editorial recommendation to the Editor-in-Chief. The Handling Editor does not make the journal's final publication decision.
Final editorial decision: The Editor-in-Chief has final authority to accept, request minor revision, request major revision, or reject a manuscript after considering the manuscript, reviewers' reports, revisions, and the Handling Editor's recommendation.
Production and publication: Manuscripts that receive final acceptance proceed to copyediting, proofreading, layout, metadata preparation, DOI registration, and publication. These production stages do not alter the scholarly decision already made by the Editor-in-Chief.
