Universal Health Coverage di Bali: Konsep, Implementasi, dan Tantangan

Universal Health Coverage (UHC) appears to aim to provide a guarantee of quality health services to every individual without exception. Indonesia is one of the countries that has encouraged the implementation of the UHC concept through various approaches. Such as issuing regulations, encouraging bureaucratic reforms, to the technical schemes within them. The ideality on paper still meets a number of obstacles in the field which have led many local governments to participate in establishing a locality-based guarantee program. One area that has taken the initiative to realize universal health insurance is Badung Regency with the Healthy Badung Krama (KBS) program. So this research raises the question of how the concept and implementation of regional health insurance issued by the Badung Regency Government with the name Krama Badung Sehat (KBS) program. Then what kind of challenges are faced by the Regional Government of Badung Regency in implementing the program. This research method using this research using a qualitative approach and analyzed descriptively. The types of data used in this research are primary data and secondary data. Furthermore, data collection techniques using interviews, observation, and documentation studies. The results of this study indicate that the Regional Government of Badung Regency created the Healthy Badung Krama (KBS) program as an effort to ensure health services for the Badung people. In its implementation, the KBS program has many additional benefits compared to the JKN-KIS program, specifically there are more than 15 benefits that are not covered by JKN. Even though it has been designed in such a way, the KBS program still has challenges, the first of which is the lack of massive outreach. The second is the need for a strategic planning. Third, financial limitations.

Universal Health Coverage (UHC) muncul bertujuan untuk memberikan sebuah jaminan pelayanan kesehatan secara berkualitas kepada setiap individu tanpa terkecuali. Indonesia merupakan salah satu negara yang telah mendorong terselenggaranya konsep UHC melalui berbagai pendekatan. Seperti mengeluarkan regulasi, mendorong reformasi-birokrasi, hingga skema-skema teknis di dalamnya. Idealitas di atas kertas ternyata masih memenuhi beberapa kendala di lapangan yang menyebabkan tidak sedikit pemerintah daerah ikut membuat sebuah program jaminan berbasis lokalitas. Salah satu daerah yang telah melakukan inisiatif dalam mewujudkan jaminan kesehatan universal adalah Kabupaten Badung dengan program Krama Badung Sehat (KBS). Sehingga penelitian ini memunculkan pertanyaan bagaiamana konsep dan implementasi dari jaminan kesehatan daerah yang dikeluarkan oleh Pemerintah Kabupaten Badung dengan nama program Krama Badung Sehat (KBS). Kemudian tantangan seperti apa yang dihadapi oleh Pemerintah Daerah Kabupaten Badung dalam pengimplementasian program tersebut. Metode penelitian ini menggunakan Penelitian ini menggunakan pendekatan kualitatif dan dianalisis secara deskriptif. Jenis data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Selanjutnya teknik pengumpulan data menggunakan wawancara, observasi, dan studi dokumentasi. Hasil penelitian ini menunjukan bahwa Pemerintah Daerah Kabupaten Badung menciptakan program Krama Badung Sehat (KBS) sebagai upaya dalam menjamin pelayanan kesehatan bagi masyarakat Badung. Pada implementasinya, program KBS memiliki banyak manfaat tambahan dibandingkan program JKN-KIS secara spesifik ada lebih dari 15 manfaat yang tidak tercover oleh JKN. Meskipun telah dirancang sedemikian rupa akan tetapi program KBS masih memiliki tantangan antara lain pertama adalah kurang masifnya sosialisasi. Kedua adalah diperlukannya sebuah perencanaan yang strategis. Ketiga Keterbatasan finansial.
