Transformasi Manajemen Dokumen dan Validasi Data Proposal Berbasis Digital pada Koperasi Produsen Makmur Bersama Sawit dalam Persiapan Program Peremajaan Sawit Rakyat

Abstract

The smallholder palm oil replanting program (PSR) requires strong institutional readiness, particularly in document management and validation of farmer and land candidate data (CPCL). This study aimed to analyze the effectiveness of digital-based document management training and geospatial validation in improving cooperative readiness in submitting PSR proposals. The research employed a participatory approach through stages of survey, training, technical assistance, and evaluation. Data were collected through observation, interviews, and focus group discussions. The results showed a significant improvement in the cooperative management’s ability to organize digital documents systematically and validate CPCL data both administratively and spatially. Digitalization reduced data duplication, improved data accuracy, and accelerated the verification process by relevant institutions. In addition, the assistance activities successfully produced a PSR proposal that met technical and regulatory requirements, covering 30 farmers with a total land area of 73 hectares. This study concludes that digital transformation and institutional strengthening are key factors in enhancing the effectiveness, accountability, and sustainability of PSR implementation at the cooperative level.
