Publication Ethics

Publication ethics, which is adopted by JISKA (Jurnal Informatika Sunan Kalijaga) is based on Committee on Publication Ethics (COPE) Guidance for Journal Editors which is available here.

1. Allegations of Misconduct

Should there is any allegation of misconduct relating to JISKA (Jurnal Informatika Sunan Kalijaga)'s publication, JISKA (Jurnal Informatika Sunan Kalijaga) will pay attention to this case and listen to its editorial board members' advice. 

 2. Authorship and Contributorship

All submitted papers are based on a single-blind peer-review process. This process usually involves two reviewers who are experts in the area of the particular paper. The possible decisions of the review process are acceptance, acceptance with revisions, resubmit for review, or rejection. The acceptance of a paper is constrained by legal requirements such as it does not contain any libel, copyright infringement, and plagiarism. All contributor authors should be added as authors for the paper. JISKA (Jurnal Informatika Sunan Kalijaga) is not responsible for any complaints about authorship.  

 3. Complaints and Appeals

JISKA (Jurnal Informatika Sunan Kalijaga) is responsible for the contents and overall quality of the publication. JISKA (Jurnal Informatika Sunan Kalijaga) is also responsible for fair publications and does not have any conflicts of interest between editors and authors.  Therefore, JISKA (Jurnal Informatika Sunan Kalijaga) should consider establishing and publishing a mechanism for authors to appeal editorial decisions, to facilitate genuine appeals, and to discourage repeated or unfounded appeals.

  • Editors should allow appeals to override earlier decisions following appropriate reconsideration of the editorial process and decision making (for example, additional factual input by the authors, revisions, extra material in the manuscript, or appeals about conflicts of interest and concerns about biased peer review). Author protest alone should not affect decisions.
  • Editors should mediate all exchanges between authors and peer reviewers during the peer-review process. Editors may seek comments from additional peer reviewers to help them make their final decision.
  • JISKA (Jurnal Informatika Sunan Kalijaga) should state in its guidelines that the editor’s decision following an appeal is final.

JISKA (Jurnal Informatika Sunan Kalijaga) should consider establishing a mechanism for authors and others to comment on aspects of the journal’s editorial management, perhaps via the publisher or a third-party.

 4. Conflicts of Interest/ Competing Interests

As explained by COPE, "a conflict of interests or competing interests is a situation in which a person or organization is involved in multiple interests, financial interest, or otherwise, one of which could possibly corrupt the motivation of the individual or organization. The presence of a COI is independent of the occurrence of impropriety." JISKA (Jurnal Informatika Sunan Kalijaga) will not involve in or accept any COI or CI in all its publication. Should they occur, JISKA (Jurnal Informatika Sunan Kalijaga) will pay attention to this case and listen to its editorial board members' advice. JISKA (Jurnal Informatika Sunan Kalijaga)'s editors or board members should not be involved in editorial decisions about their own scholarly work. JISKA (Jurnal Informatika Sunan Kalijaga) establish and publish mechanisms and clearly defined policies for handling submissions from editors, members of their editorial boards, and employees as follows:

  • JISKA (Jurnal Informatika Sunan Kalijaga)'s editors and editorial team members are excluded from publication decisions when they are authors or have contributed to a manuscript.

 5. Data and Reproducibility

JISKA (Jurnal Informatika Sunan Kalijaga) is encouraging authors to welcome readers of accessing their data shared on their papers. Authors should follow guidelines according to standard practice in their disciplines about data and reproducibility. However, JISKA (Jurnal Informatika Sunan Kalijaga) is promoting data confidentiality for certain cases.

 6. Ethical Oversight

In publishing papers, JISKA (Jurnal Informatika Sunan Kalijaga) welcomes all quality, scholarly papers from authors, which fulfill ethical conduct of research in authors discipline research. 

 7. Intellectual Property

Policy relating to copyright has been given on JISKA (Jurnal Informatika Sunan Kalijaga)'s Copyright. It is a legal requirement for an author to sign the copyright agreement of before publication. Should there is any further research of any JISKA (Jurnal Informatika Sunan Kalijaga)'s paper, this extended version should be clearly mentioned in the upcoming paper and the related JISKA (Jurnal Informatika Sunan Kalijaga)'s paper should be cited.

 8. Journal Management

Dedicated scholar in their disciplines supports JISKA (Jurnal Informatika Sunan Kalijaga). JISKA (Jurnal Informatika Sunan Kalijaga) encourages its editors to attend workshops or seminars relate to journal management. 

 9. Peer-Review Processes

 10. Post-publication Discussions and Corrections

JISKA (Jurnal Informatika Sunan Kalijaga) allows debate post-publication by using the JISKA (Jurnal Informatika Sunan Kalijaga) website, letters to JISKA (Jurnal Informatika Sunan Kalijaga)'s editor, or an external moderated site. All of these debates should follow government rules.

Peer Review Process

Papers are single-blindly reviewed by experts and specialists in computer science, engineering, and technology relating to informatics on development. When a paper past an initial review, it will be reviewed by at least two reviewers. Otherwise, the paper will be sent back to the author for correction and re-submission.

The initial review made by JISKA (Jurnal Informatika Sunan Kalijaga)'s editorials journal. In this stage, editors will check plagiarism using the proper tool like Turnitin. The following step is to assess comprehensively papers by editors whether their fit the template or not, such as the number of references and their categories, the ages of referenced sources, and the referenced tables/ figures/ formulas as shown in detail here.

The paper will be distributed to two reviewers. The reviewers use our review guidelines, which will be described later, to judge your paper. We will let you know as soon as the reviews are done.

Anti-Plagiarism Policy

It is basically the author’s duty to only submit a manuscript that is free from plagiarism and academic malpractices. The editor, however, double-checks each article before its publication. The first step is to check plagiarism against as much as possible online databases by using a specific tool such as Turnitin. A maximum of 20% of similarities is allowed for all submitted papers. After the authors upload the revised paper, the editor will check this paper's similarity again for assuring the maximum 20% is still maintained.

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge. Thus,  the research is freely available without charge to the user or his/her institution. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, without asking prior permission from the publisher or author. It is because journal articles should be disseminated as widely as possible.

Authors' Responsibilites

Authors of JISKA (Jurnal Informatika Sunan Kalijaga) are responsible to obey the JISKA (Jurnal Informatika Sunan Kalijaga) submission policy, JISKA (Jurnal Informatika Sunan Kalijaga)'s Copyright, and those 10 policies adopted from COPE. Therefore, authors should:

1. balance intellectual contributions to the conception, design, analysis and writing of the study against the collection of data and other routine work. If there is no task that can reasonably be attributed to a particular individual, then that individual should not be credited with authorship.

2. avoid disputes over attribution of academic credit, it is helpful to decide early on in the planning of a research project who will be credited as authors, as contributors, and who will be acknowledged.

3. take public responsibility for the content of their paper. The multidisciplinary nature of much research can make this difficult, but this can be resolved by the disclosure of individual contributions.

4. careful reading of the target journal's “Advice to authors” is advised, in the light of current uncertainties.

Reviewers' Responsibilities

Reviewers of JISKA (Jurnal Informatika Sunan Kalijaga) should be responsible to comply with the above 10 policies from COPE. Factors that are considered in the review process are relevance, soundness, significance, originality, readability, and language. Peer review in all its form plays an important role in ensuring the integrity of the scholarly record. The process depends to a large extent on trust and requires that everyone involved behaves responsibly and ethically. Peer reviewers play a central and critical part in the peer-review process, but too often come to the role without any guidance and may be unaware of their ethical obligations. These Ethical Guidelines for Peer Reviewers set out the basic principles and standards to which all peer reviewers should adhere during the peer-review process. 

Peer reviewers should:

1. only agree to review manuscripts for which they have the subject expertise required to carry out a proper assessment and which they can assess in a timely manner,
2. respect the confidentiality of peer review and not reveal any details of a manuscript or its review, during or after the peer-review process, beyond those that are released by the journal,
3. not use information obtained during the peer-review process for their own or any other person’s or organization’s advantage, or to disadvantage or discredit others,
4. declare all potential conflicting interests, seeking advice from the journal if they are unsure whether something constitutes a relevant interest,
5. not allow their reviews to be influenced by the origins of a manuscript, by the nationality, religious or political beliefs, gender or other characteristics of the authors, or by commercial considerations,
6. be objective and constructive in their reviews, refraining from being hostile or inflammatory and from making libellous or derogatory personal comments,
7. acknowledge that peer review is largely a reciprocal endeavour and undertake to carry out their fair share of reviewing and in a timely manner,
8. provide journals with personal and professional information that is accurate and a true representation of their expertise, and
9. recognize that impersonation of another individual during the review process is considered serious misconduct.

Editors' Responsibilities

JISKA (Jurnal Informatika Sunan Kalijaga) should be responsible to adhere to 10 policies from COPE. Editors should set up their decisions completely on the papers’ importance, originality, clarity, and relevance to publication’s focus, and scope. Therefore, the editors should:

1. develop guidelines for authors,

2. develop guidelines for reviewers,

3. develop processes to help identify ethical concerns, and

4. develop guidelines for promptly responding to suspected ethical breaches by authors, reviewers, and editors.

Moreover, regarding the role of editors considering reviewing process of an article, the editor must:

1. decide to accept or reject a paper for publication should be based only on the paper's importance, originality, and clarity, and the study's relevance to the remit of the journal,

2. be given an especially sympathetic hearing to studies that challenge previous work published in the journal,

3. not exclude studies reporting negative results,

4. review before publication and take into full account possible bias due to related or conflicting interests,

5. treat all submitted papers as confidential, and

6. should accept responsibility for correcting the record prominently and promptly when a published paper is subsequently found to contain major flaws.

Retraction

The papers published in JISKA (Jurnal Informatika Sunan Kalijaga) will be considered to retract in the publication if:

  • They have clear evidence that the findings are unreliable, either as a result of misconduct (e.g., data fabrication) or honest error (e.g., miscalculation or experimental error)
  • The findings have previously been published elsewhere without proper cross-referencing, permission, or justification (i.e., cases of redundant publication)
  • It constitutes plagiarism
  • It reports unethical research

The mechanism of retraction follows the Retraction Guidelines of the Committee on Publication Ethics (COPE), as follows:

  1. An article requiring potential retraction is brought to the attention of the journal editor.
  2. The journal editor should follow the step-by-step guidelines according to the COPE flowcharts (including evaluating a response from the author of the article in question).
  3. Before any action is taken, the editor's findings should be sent to Editorial Board for review. The purpose of this step is to ensure a consistent approach in accordance with industry best practice.
  4. The final decision as to whether to retract is then communicated to the author and, if necessary, any other relevant bodies, such as the author's institution on occasion.
  5. The retraction statement is then posted online and published in the next available issue of the journal (see below for more details of this step).

Complaints procedure
To challenge to a retraction or a related issue, JISKA (Jurnal Informatika Sunan Kalijaga)’s procedure is as follows:

  1. The complaint may be submitted via the journal editor or directly to JISKA (Jurnal Informatika Sunan Kalijaga) at jiska@uin-suka.ac.id.
  2. An independent investigation is then carried out by at least two representatives from JISKA (Jurnal Informatika Sunan Kalijaga)’s Editorial Board.
  3. The investigation involves reviewing all correspondence relating to the case in question and, if necessary, obtaining further written responses to queries from the parties involved.
  4. The purpose of the investigation is to establish that correct procedures have been followed, that decisions have been reached based on academic criteria, that personal prejudice or bias of some kind has not influenced the outcome, and that appropriate sanctions have been applied where relevant.
  5. The investigatory panel will then submit its findings to JISKA (Jurnal Informatika Sunan Kalijaga)'s Editorial Board for further review before any onward communications to the appropriate parties.
  6. Complainants may choose to take their complaint to the Committee on Publication Ethics (COPE).

Process for issuing a retraction statement
Where the decision is taken to retract and the article to be retracted is the Version of Record (i.e. it has been published in an issue of a journal), JISKA (Jurnal Informatika Sunan Kalijaga) recommends issuing a retraction statement which should be published separately but should be linked to the article being retracted. A "retracted" watermark should also be added to the article; however the article as first published should be retained online in order to maintain the scientific record. Issuing a retraction statement will mean the following:

  1. The retraction will appear on a numbered page in a prominent section of the journal;
  2. The retraction will be listed in the contents page and the title of the original article will be included in its heading;
  3. The text of the retraction should explain why the article is being retracted; and
  4. The statement of retraction and the original article must be clearly linked in the electronic database so that the retraction will always be apparent to anyone who comes across the original article.

Circumstances under which an article may be deleted
It is JISKA (Jurnal Informatika Sunan Kalijaga)'s policy to strongly discourage withdrawal of the Version of Record. Therefore deletion of the Version of Record is rare and we will only consider it in the following limited circumstances:

  • Where there has been a violation of the privacy of a research subject;
  • Where there are errors to which a member of the general public might be exposed and if followed or adopted, would pose a significant risk to health; or
  • Where a clearly defamatory comment has been made about others in the relevant field or about their work.
  • Where an Accepted Article (which represents an early version of an article) is to be retracted, because for example it contains errors, has been accidentally submitted twice or infringes a professional ethical code of some type, it may be deleted. This is because, whilst an Accepted Article will have been allocated a Digital Object Identifier (DOI), it does not constitute the Version of Record as it will not yet have been formally published and has been assigned any issue.

Even in the above circumstances, bibliographic information about the deleted article should be retained for the scientific record, and an explanation given, however brief, about the circumstances of its removal.

Article Withdrawal

Circumstances under which an article may be withdrawn

Accepted Articles

An Accepted Article is the uncorrected, unedited, non-typeset version of an article. It does not constitute the Version of Record as it will not yet have been formally published and has been assigned any issue. Therefore, where an Accepted Article is to be retracted because, for example, it contains errors, has been accidentally submitted twice or infringes a professional ethical code of some type, it may be deleted and replaced with a withdrawal statement.

Even in the above circumstances, bibliographic information about the deleted article should be retained for the scientific record, and an explanation given, however brief, about the circumstances of its removal.

Version of Record

It is JISKA (Jurnal Informatika Sunan Kalijaga)'s policy to strongly discourage withdrawal of the Version of Record. Therefore, deletion of the Version of Record is rare, and JISKA (Jurnal Informatika Sunan Kalijaga) will only consider it in limited circumstances, such as the following:

  • Where there has been a violation of the privacy of a research subject;
  • Where there are errors to which a member of the general public might be exposed and if followed or adopted, would pose a significant risk to health; or
  • Where a clearly defamatory comment has been made about others in the relevant field or about their work.
