Abstract

Studi ini mengeksplorasi ketahanan keluarga dan pemberdayaan perempuan di tengah COVID-19. Dengan menggunakan metode kualitatif dan pendekatan studi kasus, penelitian ini menemukan bahwa program PanganKu yang diinisiasi oleh Pemerintah Kulon Progo melalui pendampingan Kelompok Wanita Tani (KWT) telah membentuk ketahanan keluarga bagi masyarakat Padukuhan Gegunung, Kalurahan Sendangsari, untuk memenuhi kebutuhan dasar keluarga di tengah kebijakan pembatasan mobilitas. Ternyata, apa yang selama ini dianggap stereotip, perempuan justru menjadi penopang ketahanan keluarga dalam membentuk kembali subkultur baru sebagai penopang pendapatan ekonomi, ketahanan pangan, harmonisasi sosial, dan kemudahan akses kesehatan. Ini menepis anggapan bahwa perempuan kurang mampu memaksimalkan potensi apabila didorong ke arah perubahan sosial yang lebih kompetitif. Temuan ini menyoroti isu penting tentang optimalisasi unit terkecil dalam pemberdayaan masyarakat melalui keterlibatan perempuan untuk menopang ketahanan keluarga dan inovasi kebijakan yang implementatif.

This study explores at understanding phenomena of family resilience and women’s empowerment amidst COVID-19. By applying a qualitative method and case study approach, it finds that the PanganKu program initiated by the Kulon Progo Regency through the assistance of the Women Farmer Group (Kelompok Wanita Tani/KWT) has formed family resilience for the people of Gegunung in Sendangsari countryside, to meet the basic needs of families amid the mobility restriction policy. In fact, there has been considered a stereotype so far, women have actually become the pillars of family resilience in reshaping a new subculture as a support for economic income, food security, social harmonization, and access to health easily. This dispels the notion that women are less able to maximize their potential when pushed towards more competitive social change. This finding highlights the important issue of optimizing the smallest unit in community development through the involvement of women to support family resilience and implementing policy innovation.
