Partisipasi Penyandang Disabilitas dalam Pengembangan Desa Wisata Berbasis Kearifan Lokal di Bengkala, Buleleng, Bali

Abstract
This study examines the participation of persons with disabilities in the development of Bengkala Tourism Village based on local wisdom. The main focus of the research includes an analysis of the village’s conditions and potential, the level of participation, the fulfillment of basic needs, and tourist satisfaction. The study employed a mixed-methods approach, with respondents comprising 35 deaf-mute persons with disabilities and 40 tourists. In addition, the informants included deaf-mute persons with disabilities, local community members, and relevant stakeholders. The findings indicate that persons with disabilities have active participation, particularly in preserving local cultural heritage. However, not all of their basic needs have been optimally fulfilled. Based on frequency analysis, the level of tourist satisfaction is relatively high, although statistically it is not significantly influenced by either the participation or the fulfillment of basic needs of persons with disabilities.
Penelitian ini membahas partisipasi penyandang disabilitas dalam pengembangan desa wisata Bengkala berbasis kearifan lokal. Fokus utama dalam penelitian mencakup analisis kondisi dan potensi desa, tingkat partisipasi, keterpenuhan kebutuhan dasar, serta kepuasan wisatawan. Metode yang digunakan adalah mixed method, dengan responden penyandang disabilitas tuli-bisu sebanyak 35 orang dan wisatawan sebanyak 40 orang. Selain itu, informan dalam penelitian ini meliputi penyandang disabilitas tuli-bisu, masyarakat lokal, dan pemangku kepentingan terkait. Hasil penelitian ini menunjukkan bahwa penyandang disabilitas memiliki partisipasi aktif, terutama dalam pelestarian budaya lokal. Meskipun demikian, belum semua kebutuhan dasar mereka dapat terpenuhi secara optimal. Berdasarkan hasil frekuensi tingkat kepuasan wisatawan relatif tinggi, namun secara statistik tidak dipengaruhi secara signifikan oleh partisipasi maupun kebutuhan dasar penyandang disabilitas.
